The Kaplan Public Service Foundation (KPSF) is pleased to invite you to a two-day, in-depth program in Washington, DC, focused on the wars in Ukraine as the conflict enters its fifth year, with no clear resolution in sight and the developing war in Iran, following February 28th’s commencement of “Operation Epic Fury”.
In 2025, Russia gained less than 1% of Ukrainian territory while sustaining more than 400,000 troop losses. Russian battlefield casualties are now exceeding new recruits, raising critical questions about the trajectory and potential conclusion of this prolonged, and unprovoked war of attrition. Over the course of two days, participants will engage with leading experts and foreign diplomats to explore how the conflict may evolve, and what implications it holds for Europe, NATO and the broader international order.
In addition to Ukraine, the program will address other areas of global instability and strategic importance, with an emphasis on the developing war in Iran. Other topics we will delve into include Chinese expansionism, Taiwanese sovereignty, and the Korean Peninsula.
Wednesday, May 27
The program will commence with an opening cocktail and dinner reception at the Army Navy Club in Washington, DC . Participants will be hosted at the Club’s hotel during the duration of the program. Founded in 1885, the Army Navy Club has long served as a home away from home for America’s military officers and is recognized as a Five Star Platinum Club – ranked among the Top 50 City Clubs in the United States.
Thursday, May 28
Participants will spend the day at The Institute for the Study of War (ISW) . ISW experts will provide comprehensive briefings on the wars in Ukraine and Iran, China, Taiwan and the Korean Peninsula. ISW analytical teams conduct a full intelligence cycle using strictly non-classified sources to produce accurate, granular, and timely analysis for U.S. and allied decision makers.
KPSF has assembled a distinguished panel of experts to discuss the transformations underway at the Department of War (DOW), concerning generational changes in not only new weaponry, but also training, contracting, and interaction with allies, media, and the American public. The day will conclude with dinner at the Army Navy Club.
Friday, May 29
We will have the distinct honor of welcoming His Excellency Gediminas Varvuolis, Ambassador of Lithuania to the United States, and His Excellency Kristjan Prikk, Ambassador of Estonia to the United States. The Ambassadors will provide assessments of Russia’s full-scale invasion of Ukraine, the ongoing peace negotiation efforts – including the question of territorial concessions – and Russia’s continued commitment to its stated war objectives, including efforts to weaken and dismantle the NATO alliance.
